He is confusing Tre with Donte'.
Tre absolutely is one of the lowest penalized alpha island corners in the nation over the last couple of years. When I say "alpha island corner", I am talking about those CBs that lock down the opponent's best receivers all game. They're a special breed at this (SEC) level. It's the reason for his first round draft grade.

Noel Ellis Jr. He has been a backup CB seeing a bit of action the last two years and has one year of eligibility left. His career is nothing to be ashamed of, but embarrassing after all the shite his family talked.

Or KT2 at the beginning? I could agree with KT2 and DJ1 being perceived of having a ton of Pass interference penalties due to being beat. My memory isn't that good but thinking back, I remember our secondary getting beat but rarely PI penalties.
Tre may have not been my idea of perfect punt returner, but the dude is amazing at defense. He's got a great chance of PLAYING next year and being one of those impact type players LSU has been known for in the NFL.
