Fox 6 in Birmingham had a DA from BR on. He said that charges are brought in the name of the state and not in the victim. So if LA decides to charge without the consent of the victim, they could.

Sexual battery. Which coincidentally happens to be the exact same charges the NOPD said they'll charge the Bama fan with if the victim presses charges. Glass houses, stones, etc.
