Yes, but they can and do hold-out during camp because they aren't happy with THE CONTRACT that they signed. Sometimes that happens the year or second year of a 4 or 5yr deal.

On the comment that Nuss looks better: the days of a local kid being recruited and waiting 3 years to start are likely over. International soccer has a deal where players are “loaned” out, sometimes to other leagues in other countries, while the original team still maintains their rights to employment. I totally see 2nd or 3rd stringers transfer to LA Tech or Houston or Tulane to get playing time for a year with an agreement to portal right back the next year. This holding out to renegotiate for more money is a different thing but decent odds Nuss was maximizing his NIL deals while debating staying vs. NFL. It’s ALL business now
