Should the NCAA change spring practice rules

DISCLAIMER: I know nothing about football.

Reading the rules about spring practice and preseason. What logic is used to write those rules? I understand the safety component with the contact limits. Would it benefit teams in the transfer era to get some more practice time together during spring to gain familiarity? Or would that completely blow up the logic behind the rules?

Here’s the rules

Preseason
Teams must allow a 7-day acclimatization period for new and returning players. During this time, players can only practice once per day, and each practice can't be longer than three hours. Players must also get at least three hours of recovery time between practices.
Contact practices
During the preseason, teams can have up to 12 contact practices, with no more than four live contact practices per week. Full contact can't happen until the third practice.
Spring practices
Teams can practice for up to 34 days, with 20 hours of unrestricted activities per week. Players must get one day off per week. No more than 12 practices can involve contact, and no more than three of those can be 11-on-11 scrimmages

The reason is because they’re student/athletes. They need enough time to focus on their classes and studying.

They need to get rid of the academic rules altogether. There’s not a single impact player choosing a school these days over class sizes, lol. It’s all about PT and NIL.

Feel like with the portal and NIl perhaps you let a player transfer and practice while not in school until the summer.

Essentially the portal is open now so players can land at a school and be enrolled for the spring.

So you push back opening of portal until after the NC, then players leaving are allowed to go to new school and practice while not being enrolled since semester has started and then they are ready to enroll for summer.

It doesn’t completely remove academic ties, it allows bowls and playoffs to be played without free agency.

That are you move up the start of the season by a month so it finishes earlier and portal opens at same time.
