The fact that the actual, official rule says
“Forcible” contact
Head or neck “area”
Is absurd. It means they can literally make up when and how to call targeting on the spot. Forcible and area are both subjective

It's easy to miss the point when looking at all the sub-bullet rules. If we just go to the Targeting definition under Note 1 of the rule book...

Clearly Fitz's neck goes down to his bellybutton and the Vol's QB's neck does not.
And the Vols QB has a fractured collarbone - Fitz fell on his a$$.

where does it show hes even touching his head or neck. Surely cant tell from that angle.
