Dude is going to be somebody's deep threat yet people are clamoring about him being in the top 3 of WRs taken off the board. Unless you have a great X WR, he won't do anything for you. Somebody like the Broncos or the Dolphins (because they have a billion picks) maybe, but teams like the Cardinals, Raiders, or Jets need a guy like Jeudy, Lamb, or Jefferson.

Ruggs is overrated. I'll take lamb and Jefferson over Ruggs.

Although playing WR is much more than straight line acceleration/speed, I think Waddle will challenge the 4.22 record if he's healthy coming out of the season.
And he still won't be a better WR prospect than Chase (although they will be close, IMHO).
