That's running the ball brotha. If you are averaging 4.1, 4.3, and 6.0 ypc as a QB, you damn sure are a dual threat. Same with Wilson.
There's a difference between dual threat and mobile QB.

I'll post it from the article I was reading earlier this year once I find it. I couldn't remember the exact QBs, but one was definitely Flacco. Maybe it changed this year IDK, but it was documented.
That would lead the NFL by a large margin

You list Herb Tyler as a dual threat QB. I think your definition of dual threat differs from the actual definition. Dual threat means that you are a threat to run and pass. You seem to want to apply it to only those who can run.
His best season rushing was his junior year when he had 96 attempts for 279 yards (2.9 ypc)
Andrew Luck's best had 55 carries for 453 yards at 8.2 ypc
Drew Brees' best had 95 carries for 521 yards at 5.5 ypc
Russell Wilson's (labeled as DT) best season had 143 attempts for 435 yards (3.0 ypc). Senior Year was 79 carries for 435 yards

Herb was a DT. Out of HS, he ran for more yards than he passed. He also had 23 rushing TD's for LSU and had a 72 yard TD run.

I think any coach worth his salt should know when bringing this kid into to throw can look and see if the kid can make all the throws. It's not rocket science.
