2 QB system only makes sense when the talents of the QBs are different. Jennings is limited, compared to Harris, in every aspect of the game.
Even if he has a better command of the playbook, it means nothing because he can't execute anything but the occasional deep route.

Might make sense if Harris was a statue...but he isn't.
