So for Utah they have had two #1 in the NBA draft?

I know of Bogut who is the other?

If the Browns stink it up this year but keep RGIII as their QB they just might take LF number 1 but that won't happen

While this is almost always true, there are definitely exceptions. How many teams traded away a 2017 first this year? If any of those teams finish with the worst record, the team they traded with might be a very good team with a major need at RB. This is about the only extreme I could see a team going RB #1 though.

The times are changing again, no one thought Ingram would go in the first or Gurley after his injury. Elliott crept up into the top 5, so now the value is definitely changing.
