LSU drug testing program?

I’m aware that the NCAA tests for PEDs only and that individual schools develop their own drug testing programs. It has been implied that LSU often has football players suspended for recreational drugs (one game is typical with pot most likely substance) while other schools such as Bama never allow players to miss games.
How does LSU’s program compare to other SEC and also non-SEC schools? Is LSU’s program the same for all sports or does football have something unique?
How would the process work for changing the program? Alleva? If there are indeed major differences between schools, this would seem like a huge recruiting advantage.
Should the NCAA or SEC establish a consistent program for everyone?

Yes. We have more players suspended because they smoke weed and fail a drug test. When LSU suspends a player and says he is suspended for team rules violations, it means failing a drug test for smoking pot.

Because Bama’s drug testing policy is a joke. It essentially doesn’t exist.

While I have no basis for this, I'm guessing that it's about 60-70% of the time related to pot (when it escalates to a player missing a game).
It's also been discussed a lot recently about the inconsistencies between schools relating to self-policing other areas such as domestic violence, getting arrested with unregistered weapons, etc.
With how much money college football generates, it just seems like schools would want every advantage they could get and at least give the recruits the idea that they do not crack down as hard as other schools. Of course, there's always the fine line and a program could end up like Texas that sweeps everything under the rug and pays for it by being too soft on these issues.

Smacker Miles said that she did not get drug tested at Texas until her junior year, and it was after an injury or something, if I'm remembering correctly.
