No I do not think any of those would be cosidered elite.
They were highly recruited out of HS.... But none of them ever performed at anywhere close to an elite level....
Elite to me is multi year starter, identity of their team, potential national QB or heisman award cosideration.
Andrew luck, Matt Stafford, Tebow are elite college QBs .... Not the Bootys, Brock berlin, and certainly not Perriloux....although I had forgotten about Berlin and coming out of HS...he probably would have been considered elite.... Josh Booty too coming out of HS but definately not during his playing time at LSU.

Because there are not many elite QB's nation wide?
Statistically speaking... should a state the size of Louisiana produce a disproportionately higher amount of QB's than other states? Having one in the super bowl this year seems pretty solid.

Because louisiana teams usually put the best athlete at qb. Most of the time its a wr or running back that plays qb..
