Yes he is. The percentage speaks for itself, and it includes a lot of dropped, perfect passes that could have gone for TD's.
The offense sucked last year, but JJ was the lone consistent bright spot. His one big problem was not trusting the o-line enough to step into the pocket. Everyone knows this, but seriously, would you have trusted those guys last year? Me neither.
