The quality of play in the New York-Penn league has really improved over the last decade because the short season schedule matches up so well with recent college draftees.
Auburn's roster, for example, includes pitchers from: Notre Dame, Va. Tech, Tulane, North Carolina, Florida Atlantic, UT-San Antonio and Washington. One of their high school draftees was a 16th-round selection.
Yes, it's still A ball but short season A is no cake walk and a lot of good players go and struggle mightily.

You might want to actually check the rosters. Of the Americans on the rosters, virtually all are D1 players, most of whom were all-americans or all conference and were drafted highly. It also happens to be the current league of assignment for Mason Katz, Nick Rumbelow, Chris Cotton and Raph Rhymes.

I work for the NYPL team in Vermont. Short season ball has plenty future big leaguers in it. The pitching I've seen this season has been pretty damn good. Got to see Chris Cotton make his debut for Tri-City the other night. Ole Miss's Bobby Wahl just joined our club and pitched pretty well last night too.
