The rule was a solution in search of a problem. I think there were a couple plays (NFL?) where "was that a catch or not" affected, maybe a playoff game?
So they started trying to "define a catch", instead of just making the eyeball call:
He caught it, vs he didn't have it.

That's all trickled down to college, and I'd guess lower.

Used to be if you snagged the ball with your hand(s), got the required feet down (one in college, 2 in pro), that was it.
