The only things changing are the grades. They're just recommendations, and some players will still leave even if they get a "stay in school" grade. No real change. A kid might still leave if he believes he will be drafted in the fourth or fifth round.

For fricks sake. Since you apparently have an issue with reading comprehension, let me explain to you what that link actually says.
You said only 5 could declare. Wrong. A school can only ask for 5 draft grades from underclassmen. 60 can declare if they wish, but only 5 will get a "grade". There are limited exceptions for getting more grades.
You said only 1st and 2nd rounds could declare. Wrong. In the past, grades would come back all over the map. 1st round, 2nd round, late rounds, whatever. This year, it will categorized only as 1st, 2nd, or advising to stay in school. The guy who gets "stay in school", can declare if he wishes to.
So you see, again, the assertion you made is totally wrong, and not at all what the new guidelines set forth.
