Does This Mean Landry and Davenport Are Clear?

I would think if they would make arrests this soon that they would arrest everyone involved. Does this mean that Landry and Davenport are okay?
Don't care so much about Davenport being cleared, but with Shepard suspended too, it could give playing time to Landry possibly

Perhaps because there's already a fully fleshed out topic on this exact question word for word. With contributions and opinions of fellow TD users. Why would I contribute to this and keep this duplicate topic on the first page, when he can just chime in to the original?
