the balk is not on the pitcher, so you won't find whatever you're looking for in that video.
if Neal "steps on or in front of the plate" (which I don't think he did either), then the call is a balk and catcher's interference.

Balk was given to Herring. Interference on Neal.

technically, yes. all balks are given to the pitcher.
the reason for the balk is not on anything the pitcher did.
