It's confusing but he obviously was implying they tell players pre-game time outs come from the sideline hence the "especially on defense" part. It's obviously a team rule they told the team.

Stop playing with the tin foil and pay attention.
Players 100% are allowed by rule to call timeout on the field. That is a rule in the rule book.
Now, it seems BK tells his players DON’T CALL A TIMEOUT ON THE FIELD. That is an internal rule that the officials do not go by. It ain’t in the rule book that way.
So, by rule, Burns was allowed to call a TO. BK was furious because he instructs players not to do so.

So, find another need for your tin foil. This one ain’t a conspiracy.
