Female athletes, yes; male athletes, no, because it weakens them by pressuring their junk.
However, they're considering banning this for females, because there have been two (unsubstantiated) cases of female athletes slipping off of moped seats.

I thought college athletes didn't have enough money to get food and take their GFs out for a date. LOL

They are not given to the athletes, they buy or rent them.
