2009 Associated Press All-America Team-Questions??

I would guess it is a lot of the same people who vote for the AP Poll. In a way I'm sure it is a "popularity" contest since you are likely to vote for players you hear more about. You aren't going to vote for somebody you don't see play or don't know much about.
