Not necessarily, but with a lot of these guys it's not really about their draft stock - it's about how abjectly broke their families are and how badly they need a paycheck.
But I don't know anything about Williams' family situation. If his people are more middle class than dirt-broke, he might be a kid you can get two or three years out of - in which case he'd be well worth taking assuming he's not wearing an ankle bracelet his whole freshman year.
