Wondering about in-state student retention strategies

I am not sure if this is even possible, but we are the state of Napoleanic Law, Cajuns and Parishes-vs-Counties...
I recall a few years ago the state seeking to hinder/reduce the "brain drain" with Louisiana college students bolting to Dallas-Houston-Atlanta and so on...
In that vein.
Could the Louisiana legislature offer a school/district some form of funding allowance, when they have a scholarly or notable star athlete commit/attend a Louisiana public University/College?
Say National Merit scholars and 4&5 star-designated athletes?
Before saying the scholars only, it is fair to point out how much brand elevation top athletic departments contribute to universities.
Bama has benefitted greatly. Most people only know about OU academics (which are excellent) because of the OU athletic brand.
Such a system would help retention of Louisiana's best minds and athletes in the state.
Sure,a student still might bolt if that is what they truly want...
But the culture of HS's might adjust over time, leading to higher retention of Louisiana's best.

So bribe the high schools to recruit for the state college and universities?

Incentivize them to build a culture of retaining Louisiana's best within the state.

Or we could just purge all the socialists from secondary and post-secondary education. Pretty sure the quality of education would rise exponentially.

Permanent state tax exemption for Louisiana citizens earning a scholarship in athletics or academics that choose to attend school in state. Guardians are also exempt while they are in school.

Texas already exempts its residents from state income tax.
