When do Portal entrants for this cycle, December, have to announce their Destination?

This is the Black Friday portal. It ends Jan 2.
The cyber Monday portal window comes up later from April 15 to April 30.

Yes, technically, but most from this period try to be at new school so they can attend spring camp

Technically they just have to make their choice by the end of late registration for the fall semester.

They need to be enrolled in classes to remain eligible for the spring

There are lots of entrants that are graduating after the spring semester, so they will commit to a school but won't arrive until summer. LSU has had several of these over the years. Noah Cain is one.
