I understand the rules about contacting recruits, but can a recruit make a commitment during these periods? In other words, what can we expect concerning commitments between Dec. 16 and Jan.2?

A player can commit during any time, high profile players don't really have to tell the coaches they are doing it. Look at the All-star games do you think those guys call the coaches right before they make their announcement on TV. If the coaches accept the commitment is a whole different story.

Recruits can commit any time they want. They can also contact the coaches, the coaches just cannot contact them.

so players who signed the financial papers (such as Paris and Harris) that allows unlimited contact from coaches still cannot be contacted during the quiet period. is this right or wrong.

Coaches can still call the player. Contact isn't allowed, but "contact" is defined as an in person meeting.
