Question about Signing Class limitations

The rule is that you can accept a maximum of 28 LOI, but only give 25 "initial contact" scholarships, with a maximum of 85 players on scholarship at any given time.

How can signing classes exceed 25? Do transfer players not count towards the 25?

If you only have 25 scholarships, how can you accept 28 LOI?

Also, how can 85 be the max when players can stay 4-5 years? That would be 100-125 scholarship players? Do they account for transfers/dropouts/people who quit the team?

o You can have 25 initial counters each year.

o If you didn't use your allotment the prior year, an early entry player can be counted back to fill it up.

0 Therefore the number of possible signees in a given year is the 25 for this year plus the number counted back to the prior year.

o Scholarships are for one year only. They have to be renewed each year. So if a coach chooses, he can sign the maximum number without violating the 85 by "processing" players off the roster. This includes transfers, career ending medical reasons, players who leave for the nfl, and kicking players off the team.
