NIL question, is it against NIL rules to drop a bag off to a High School recruit.

Before the LOI? Seems to be a lot of this going on with these high profile recruits to Texas and ATM.
Pretty sure that the school is not supposed recruit by offering money. The Booster has to be the one who sets up the NIL. But they have to be a signed member of the university before they get money.

Different states have different NIL Laws , but there are definitely recruits out there charging around 5k for a visit

Anyone not employed by the university who has a legitimate reason to use the player's name, image, or likeness can pay them for that service. Whether or not they can do that when they are in high school depends on the regulations in that state.

Not only is that not the case but that requirement would be against one of the very few rules they actually have. The NIL agreement is not supposed to require you to attend a specific university or be predicated on playing time.
ETA: there does seem to be very little actual enforcement (or even none). But the moment LSU starts to skirt any rules or even hinted at rules, you know how it will go
