So what if my son is a junior this year and has been a life long USCe fan and dreams of playing for this school. What gives this coach the right to say they can't recruit players at his school?

probably means he can't visit the school 
ETA: Spurrier can't visit, that is. I'd bet after this, pretty much every player on that team will be turned off on SC from now on anyway.

It's not like he can ban his players from going there, but it looks like he'll not keep in contact with Spurrier at all. I'm sure he'll have words of discouragement to not commit to USCe though until Spurrier leaves.

He can't stop it however he can make things very difficult to the point it wouldn't be worth the trouble unless the guy was a big cock fan.
I think Davis is going to be a good player. It's always fun watching a guy like that who people say is too small stick it to all the coaches that told him that.

It is the same as a coach steering kids to certain school's or away from certain schools. Let the kids decide what school they want to go to. The players at that school see what USCe did and do you think any of them will be commiting to them for the next few years? So Spurrier will be punished for this without the coach.

Since we've hired Cooper I've been hoping we offer him. He'll be a very good player at any position he ends up. Played FB/MLB at Tucker and even projects as a Safety, Outside LB or RB.
