General football recruiting question from a newbie

I have just started following football recruiting again and have a question for you guys.
It is my understanding that we cannot speak with Freshman and Sophomores unless they are on campus, so no letters, phone calls, texts or even responding to them via social media. If that is correct (and if not let me know), how are we offering Freshman and Sophomores scholarships after these camps? Is it just they looked that good in camp?

The players can reach out…the players coaches have zero rules on who they talk to. The coaches have assistants who can reach out…there’re evaluation periods where coaches can go watch players…
