All top teams like LSU give out about 50-75 non-commitable offers at the start of recruiting to all the 5 star recruits plus a few of the national 4 star recruits. The hope is that they may get some interest from a national recruit to follow up on.

I think the term "contingent offer" is probably more appropriate than non-committable offer.
Your suggestion is accurate. I doubt that you could tell the difference in the written offers. The issue is that the conditions are so vaguely worded that an athlete pretty much has to corner the staff to find out if there really are conditions or not. Storm and his father were quite naive when they announced without confirming with Miles.

How the hell are we, as outsiders, to determine committable from non-committable offers? We cannot, so whether we consider non-comittable offers to be actual offers is a moot point. We can only go by what the recruiting services report, and they sure as hell do not know.

naw, you have to go by what people who know what they are talking about are saying. they have to be able to verify it from the coaches end through either them or second hand source.
