Where to set fence posts???

I have very shallow, slow flowing, 1-1.5' wide shovel dug swales along property lines on each side. There is new sod on each side of the swales but no grass inside the swales.
Do I:
1) set post on property line in middle of swale and hope they don't rot too quick
2) set post inside of property line, loosing sq footage and also leaving a gap that would be unreachable for maintenance if my neighbor decides to build their fence on property line

If it were me, I'd go inside the property line.
You aren't going to miss the little bit of area you lose and if your neighbor builds a fence, they are most likely just going to tie into yours so they don't have to build that section.

May want to check survey map or zoning. You may be required to be X amount of inches inside the property line for any fencing/structures.
I think where I live it would have to be 6" inside my property line.
As for the rotting concern, if your going to concrete the post in you could use something like a sonotube. Just set the top of the tub a few inches above grade that way the post is encased in concrete above any standing water.
