I had success with fire on a crepe myrtle. Drilled holes as deep as I could and soaked with kerosene several times over a day or so, then put some fire wood around it and had a nice fire. Burned deep into the ground.
Still get shootups occasionally, but I don't think anything stops those. I just mow over them and they get fewer and further between.
ETA:
I'm weird about pesticide and herbicide though. Try to avoid as much as I can since my kids and dogs are constantly playing outside.

I had 2 that I cut to the ground, but were still growing, I cut the ground/roots around the stumps with a Sawzall and pulled them with my truck.
