Sod after putting in a pool

Want to get rid of all bad grass before putting sod. Should I kill all the grass around the pool then grade with pool dirt? Or kill grass, till it good then grade with the pool dirt?

this works as long as there are no major chunks of debris and concrete/gunite in it

rent a sod cutter. remove old. spray area with round up. wait a few days. put down layer of good soil and install new.
I would not recommend tilling, because it will settle very unevenly.
