Satsuma Tree has root stalk suckers.

I have a BrownSelect Satsuma tree I planted about 2 years ago. It seemed to be doing fine then all of a sudden it has about 6-8 root stalk suckers about 10 inches long.
Other than cut them off...did that...what can I do and how will it affect the tree?

Continue to do what you already did when they appear - remove all suckers below the graph union when they appear. Suckers sprouting from the trifoliate root stock is completely normal.

Cold temps killed many apical meristems (growing points) which triggered growth iin other lateral stems.
Cut them off cleanly.

Like others have said, this is normal for grafted plants. the suckers are coming up right at the graft between the foliage and rootstock. You should look up how grafting works, it's fascinating.
