Refinishing concrete statues

I have a couple passed down statues that are in need of a Refinish. They have sections where the old paint is stuck on, flaking, etc. What can I use to get them as close to bare concrete, or at least a semi smooth base prior to repainting?

Second to this, would quality spray paint be the way to go or actual brush/roll in paint?

sanding it by hand or wire wheel on a drill

thats about the best you can do

if you try paint removers those can and will soak into the concrete and ruin it because it will cause new paint to never stick well and the old paint still on it will always want to lift and peel forever

also if there are any nicks or chips you can fill them with bondo. i had to remake marys hand when my dad ran into her with the riding lawn mower. a bee was after him
