Magnolia “shoots”

I have a magnolia that has shoots of branches growing out of the base. I usually cut them back but they keep on coming. Any ideas on how to tame them?

Is it a full size magnolia or a dwarf variety?

Is the tree healthy with good growth on the top?

I would say relatively healthy.

I tried that but they are to high up the trunk.

southern magnolias will branch all the way down to the roots if you let them, that is their natural shape. your tree is sprouting where the lower limbs were pruned, because it was not pruned flush to the trunk most likely.
get a sharp pair of hand pruners and prune the spouts off flush to the trunk. at that point if there are any nubs remaining from the old limbs, saw those off flush as well.
you can then paint a horticultural cut sealer over that area if you want

Google branch collar to see where to trim. Don’t flush cut completely!
