Leafhoppers - Losing the battle

I have tried everything and can't get rid of these. I've tried talstar every weekend for about a month. I've tried suspend polyzone. Just tried an insecticidal soap so will see what comes of that. Any help? What are these?

Have you tried imidacloprid insecticide drench? Systemic insecticide that translocates through the plant and is effective against “sucking” insects. Has a long residual time. Is this a vegetable garden issue?

Not sure what I’m looking at in your photo?

I think I have those but only in one section of my yard that I put some Bermuda for a putting green. When I walk through they are everywhere jumping out the yard. And yes they never go away and I spray Bifen a bunch. But they seem harmless and I don’t see damage to the yard.

Those things are annoying, no idea how to get rid of them.
