I can see the merit in this depending on how the original ceiling looked. My main issue is in dealing with the possibility of that loose blown in insulation in the attic that comes showering down when the ceiling is removed. That stuff is a mess to deal with and dusty as hell when coming down.
But yeah, many times getting the popcorn off the ceiling is just the beginning of the job. Getting the original ceiling looking good can take more work than it's worth. So, bite the bullet and remove it and hang new rock for a fresh start.
