Help Needed from HVAC Professionals

Older five ton unit. Working fine yesterday mid morning. Returned late last night and it was 86° inside the house with the inside fan blowing. Outside unit only buzzes/hums. Changed the capacitor with no change to buzzing/humming.
Fan motor, compressor or something else?

Do you know if the compressor is starting?
Do you have fuses on the panel outside?
You need to check voltages on the contactor/relay. Power in? Power out?

Checked the wrong breaker box inside.
(Older house with two main panels.)
Compressor and outside unit fired up after I reset the tripped breaker.
