Foaming liquid near tree roots

I recently noticed a foul smelling liquid leaching up through the ground near an oak tree root. It has been continually foaming for the last 2 weeks. The flies seem to love it, does anyone have any clue what could be causing this or how to get rid of it?

Possibly a sewer line that the roots are starting to disrupt?

This was my initial thought, but we recently did some sewer work and I know there are no lines in this area of the yard.

I might have to go try a sip. I’ll report back if the hallucinations are good!

Probably just your neighbor found himself a new spot to take a piss outside.
