Drip Edge Over or Under the Underlayment sheet

What is the proper way to install the drip edge, over or under? Are there codes for BR area that say one way or the other?

Does Drip Edge Go Over or Under Felt?
According to most building codes and manufacturer recommendations, the drip edge should be installed beneath the underlayment along the eaves of the roof. But over the underlayment along the rake edges of the roof.

The eaves are the bottom of the roof, the rakes are the parts that go up. Hope this helps. Many roofers do NOT know this basic information.

As long as it's under the starter, you're fine.

Which would require me to arbitrarily cut the felt somewhere on the rake. I rarely use peel and stick starter strip, so that upside down 3 tab I mudded down sufficiently seals any space water could get under the metal. That also keeps the first course from literally flopping in the wind.
