If I purchase a parcel of land and build later, do I have to pay closing costs for the land and then once again when I build?

you gonna have an attorney do work both times? Then yes. You will also have to pay the bank their fees both times if you get a loan to buy the land and then build the house.

If you are going to take out a loan/mortgage with the house as collateral, then yes.
