Lowes will have a different price every two weeks depending on inventory.

For example, these were 1.39 most of the year:



Buy 20 or more at a time you get contractor pricing and they knock off 10% plus 5% for using a Lowes card.

If you can transport a pallet you can get them for even cheaper.

Which Lowes would that work at? I've never seen them offer or allow more than one discount applied toward an item.

Shouldn't be an issue anywhere. You should get your quantity discount first and then 5% after you swipe.

ETA: I wouldn't be surprised if my local Lowes rings things up incorrectly and I've just gotten lucky

I just did a single row of some just like this on one bed, plan on doing a double row "wall" on the bigger bed next.
The pallet price you see on the HD site doesn't jive with the per block price you'd pay in the store. If you buy them individually, they should be around $2/block. If you look through the Q&A section on the website, nobody can seem to get a straight answer from HD on why the price difference.
