Can also soak it, fill the holes with 45/0/0 fertilizer, and cover it with a tarp. That will speed up the decay.

I've pulled out a bunch of small tree and bush stumps using a come along winch with a tow strap and either an axe or a small reciprocating saw.

sacrifice an old chainsaw chain and cut it flush with the ground then grind it out 4" down
