Why can admin see who up/down votes but users can't?

It's a pretty safe assumption that everybody who uses the downvote feature, down votes you.
Probably also a safe assumption that the 1 upvote you get is you upvoting yourself.

The rest of them make threads crying about why they are getting downvoted on the help board.
