Website not showing links to click using Safari

On two of my apple devices (27" MAC and iPad Air), intermittently, there are no links available to click when viewing the page which requires me to log back into the Tiger Rant to get the links active.

The screen shot will show the website, and when I hover the cursor over a subject title, it will not "underline" with a link to click on.
