All it does is feature replies. The featured posts will show right under the first post of the thread, and they will also show up in the regular list of replies. YouTube does this.

It is there for admins to move the top replies to the top. We just haven't been utilizing it very much.

so its not really top replies, just admins favorite replies. I see Rummy abusing this one just like he does with his power to sticky.

Actual an admin can move it to the top.
I moved a few of the posts that had links to news stories about the attack to the top.
If an admin sees where a particular posts has a lot of "likes" then we could move it to the top.
It doesn't actually move the post, just puts a copy of the post into the featured replies.
