My housemate is getting the message

when she browses TD.
We share the same wi-fi system. On two occaisions over the years she has attempted to get her own TD id. Both were rebuffed. The first time, no one even acknowledged her application, filling out the initial forms. This last time, she got the message as above.
I read on here that some TD posters live in the same house and dont have this problem. My housemate has not been allowed to create her own TD id, because some admin thinks its me.
Now, she cant even browse TD without that erroneous message hounding her.
How can she get her own ID, and how can you stop that message from happening?
