Can you write an algorithm to separate downvoting of post vs downvoting of topic

Because it seems a lot of posters are downvoting the topic rather than the post in the topic.
Like they don't agree with what it is about, versus the poster just showing something they found online. The downvotes reflect poorly on the poster, rather than what they are actually cast for: the topic.
