Can we please ban drop off thread titles?

I know it's frowned upon already, and hopefully it's enforced as quickly as Admins see it, but if not holy cow!

prob 30-40% of the threads i see have one. it's annoying as hell to have to open to get the rest of the point.

" would things be different if..."

" how do you feel about..."

"new tweet from the president say he hates.."

Once again, I know you guys anchor threads for this regularly, but it doesn't seem to do anything to keep it from happening repeatedly. sorry for not providing any descriptive solutions.
