Can we have a 24 hour ban for posting blind links?

I know this isn't a site crippling problem, but the blind links to god knows where with no description or quote or anything are bad for the PT and any other board which suffers through them.
Blind links are an example of laziness on the part of the OP, and contribute minimally to any discussion or fun trolling. They represent the worst of thread starts and only serve to push down discussions which are actually interesting and amusing.
